Anthropic and OpenAI Hand Agent Skills to an Open Foundation — What SMBs Should Know

The Agentic AI Foundation just took Agent Skills (Anthropic), Open Responses (OpenAI), OpenEnv (Hugging Face), and OpenSandbox (Alibaba) under open governance — a standards move that could make small-business AI tools interoperable instead of locked-in.

Four of the biggest names in AI just agreed on something unusual: sharing. On October 22, 2026, the Agentic AI Foundation announced it will take four new projects under open, vendor-neutral governance — including Agent Skills from Anthropic and Open Responses from OpenAI — a move that could make the AI tools small businesses rely on far less locked-in.

What Happened

The Agentic AI Foundation (AAIF) made the announcement at AGNTCon + MCPCon North America, taking place October 22–23 at the San Jose McEnery Convention Center. The four new hosted projects are:

  • Agent Skills, contributed by Anthropic — a shared standard for how AI agents gain new capabilities: packaging, sharing, and applying skills to agents.
  • Open Responses, contributed by OpenAI — a common response format covering how applications talk to AI models across different providers.
  • OpenEnv, contributed by Hugging Face — covering how agents are trained and evaluated.
  • OpenSandbox, contributed by Alibaba — covering where agents run safely, i.e. secure execution environments.

The four projects address four layers of the agentic stack, according to the announcement: how agents gain skills, how applications talk to models across providers, how agents are trained and evaluated, and where agents run safely. They join AAIF’s existing lineup — the Agent2Agent (A2A) protocol, Agent Router, agentgateway, AGENTS.md, goose, and the Model Context Protocol (MCP).

The additions bring the foundation to 10 hosted projects in its first year, up from just three when AAIF launched in December 2025.

“A year ago, AAIF launched with three projects and a bet that agentic AI needed a neutral home to thrive. Today we host 10,” said Manik Surtani, CTO and co-founder of the Agentic AI Foundation. “Agent Skills, Open Responses, OpenEnv, and OpenSandbox each cover a different part of that stack, from how agents gain capabilities to where they run, and four different companies chose to contribute them to neutral governance.”

Why It Matters for Small Business

This is standards news, not a product launch — but for a small business buying AI tools, standards are where the money quietly goes. Here is why this one matters.

Your skills investment may become portable. Agent Skills is the same concept this site has been covering in its Skills series: reusable bundles of instructions that teach an AI agent how to do a specific job, from processing invoices to drafting SEO briefs. Today those skills are largely tied to one vendor’s ecosystem. A vendor-neutral standard means the playbooks you build today could one day work across agents from different providers — the same way a PDF works everywhere. That makes every hour you spend building skills a safer investment.

Model switching gets cheaper. Open Responses targets the layer where your apps talk to AI models. If a common response format takes hold, switching your tools from one provider’s model to another stops requiring a rewrite — and vendors lose one of their favorite lock-in levers. This pairs neatly with this week’s news that OpenAI’s models are coming to Google Cloud: the industry is converging on a world where businesses mix and match models, and the winners will be the tools that make that easy.

Open standards favor small buyers. When giants fight over walled gardens, small businesses pay in integration work and switching costs. When they agree on open standards early — as Anthropic, OpenAI, Hugging Face, and Alibaba just did — small buyers get interoperable tools instead of five incompatible ecosystems. Neutral governance, with no single company controlling the outcome, is what keeps the standard honest.

Safe execution is the trust layer. Agents that take real actions — sending invoices, updating records, signing documents — need to run somewhere contained. OpenSandbox’s focus on secure execution addresses the exact trust question every owner asks before handing an agent the keys: where does it run, and what can it touch?

Pricing, Availability, and What to Do Next

  • Pricing: these are open governance contributions, not products — there is nothing to buy, and the standards themselves are free.
  • Availability: nothing to install today. The announcement moves the projects under the foundation’s governance; watch for reference implementations and tooling to follow on AAIF’s project pages.
  • What to do: keep building agent skills for your business, but build them in portable formats — and prefer tools that are model-agnostic over ones locked to a single provider. Frequently Asked Questions

What is the Agentic AI Foundation?

A vendor-neutral foundation that hosts open standards and infrastructure for AI agents — the neutral home where shared protocols like MCP and the Agent2Agent protocol live, so no single company controls them.

What are Agent Skills?

Reusable bundles of instructions and resources that teach an AI agent how to perform a specific task — for example, how your company processes invoices or formats client reports. Anthropic contributed its Agent Skills format to the foundation so it can become an open, shared standard.

Why would Anthropic and OpenAI give their projects to a foundation?

Shared standards benefit everyone: developers build once, businesses switch vendors more easily, and the whole ecosystem grows faster. Contributing to neutral governance also signals to customers and regulators that the standard is not a lock-in play.

What does this mean for my business’s AI tools?

In the short term, nothing changes. Longer term, expect AI tools that interoperate better across providers, agent skills that work with more than one vendor’s agent, and easier switching between AI models without re-engineering your workflows.

Is there anything I need to install or buy?

No. This is a governance announcement, not a product launch. Watch AAIF’s project pages for reference implementations and tooling over the coming months.

Details above were verified on October 23, 2026 from the sources listed — availability and project status may evolve as the foundation’s work progresses.
